Artificial Intelligence: Biden Administration Mulls Regulation Of AI Such As ChatGPT
The Commerce Department on Tuesday asked the public to comment on how the government can ensure AI is trustworthy.
The National Telecommunications and Information Administration (NTIA), a unit of the US Department of Commerce, has launched a request for comment (RFC) aimed at collecting input on how to advance its efforts to ensure that artificial intelligence (AI) systems work as claimed and without causing harm.
The information collected from the RFC will assist the Biden administration in its efforts to establish a unified and extensive federal approach towards AI-related opportunities and risks. The NTIA is requesting input on policies that can facilitate the creation of AI audits, assessments, certifications, and other methods that can establish trust in AI systems.
The NTIA is soliciting comments on a range of topics, including what kinds of trust and safety testing AI development companies and their enterprise clients should conduct; what kinds of data access are necessary to conduct audits and assessments; how regulators and other players can incentivize and support credible assurance of AI systems; and what different approaches might be needed in different industry sectors.
The Biden administration has emphasized the importance of supporting responsible innovation and ensuring appropriate guardrails to protect Americans’ rights and safety in the AI space. The AI Bill of Rights framework, developed by the White House Office of Science and Technology Policy, offers guidance for the creation, development, and implementation of AI and other automated systems. Meanwhile, the National Institute of Standards and Technology’s (NIST) AI Risk Management Framework provides a voluntary resource that organizations can use to manage the risks associated with AI systems.
The comments will be due 60 days from publication of the NTIA RFC in the Federal Register.
